Rusty Face Fix ?

are you using hd face texture mod?

That's a common bug if you're using the official HD Texture pack or are using the Real HD Face textures off of the nexus you need the blackface bug fix to solve it https://www.nexusmods.com/fallout4/mods/21907

 

And while I don't see looks menu customisation compendium in your load order if you use it in combination with any of the mods above there is a specific 2k face version, also if you use the 2k face version of looks menu customisation compendium you also have to avoid using any face parts such as lipsticks, eyelashes, makeup mods that do not use 2k textures which can be rather tedious to work out.

 

This bug surprisingly can also just happen randomly during the course of gameplay but usually just exiting and going back in the game will fix it in that case if it persists beyond that then see above suggestion.
