you could get like a pic of splash of water then like, make it less transparent and recolor it

and the guy who does the cum covers of girls, he probably uses like a different kinds of brushes then give them a watery effect its actually more simple then you think you just need the right tools.

Probably using the new technique from the newest version of blender. and letting blender calculate the physics.

I might be late here, but all you need is this https://sfmlab.com/item/440/, There's also a tutorial linked on the page. Super easy, never used photoshop before and made some pretty convincing stuff
