i recently started playing oblivion again after maybe 3 years and i saw some amazing character screenshot i was wondering

 

what mod are required to achieve these result which Races and texture are needed

For glossiness you can also just download Gloss Max http://www.nexusmods.com/oblivion/mods/41213/? It also has a ini file that you can open and change the max glossiness in it. I have mine set at 1000 so my player is oily/glossy. Then all you have to do is open each body folder drag everything into it at one time for mass glossing you can also do this with any armor drag them all into it at one time ones that have no skin in them will be skipped while ones that do will be changed. The only thing gloss max will not do is gloss heads as there is something different with them that causes them to be skipped. So you have to do those manually with nifskope open the head file in nifskope look for the word skin it should have a corsant looking thing in the line with it. Click the left arrow to open it all up and go down to glossiness float and change it from whatever it is set at to whatever you want so if it's set at 10.0000 and wanted it set to max you would double click it and change it to 1000.0000. Make sure to save as before closing nifskope so that it overwrites the nif file.

do i install both texture mods or just one i used to have the first one installed back then.

It's possible to customize your race install by taking files from both texture packs, as long as you install full sets for every race. By 'full set' I mean body, hand, head and ear textures for each individual race. Mixing up Nec's and Ozmo's files is not recommended - don't take one's body skin and try combining it with the other one's hand texture. They are not really compatible with each other.

 

You could first install Ozmo's textures as these archives come with a handy install tool, complete with various options to choose from and previews for all of them. If you still are not satisfied with them you could selectively replace specific races' textures with those by Nec.

Be sure to also download the additional face texture archives for both packs!

 

One mod with sunglasses is the classic 'Ahiru's Glasses'. Some of them are also included in the 'Goddess Store' mod. That one also has a selection of equipable ears with various jewelry as amulet-/tail-slot items. Their main purpose is to replace the missing ears when wearing a wig. But if you want earrings, this is a good solution. Many races - for example the ones from the Xenius compilation - are sporting similar ears by default.

About the only way to put multiple items into the tail slot is to combine their meshes into one Nif by using NifSkope. Making a 'mash-up'.
