permanent blue aura around character

i've noticed lately, that when i take damage, a blue aura goes around my character, like a frost aura but it doesn't go away no matter what i do. i've tried restarting the game and its still there. i'm not sure how to get rid of it.

Hard to say without a load order chances are it is being caused by a mod that you have installed but it is hard to say without a load order so people can see if it is a mod that you have installed or something conflicting with a mod that you have. Have you tried disabling your mods and seeing if that is the cause? If not that might be a good start and if it goes away when you start a new game then you will know that it is one of your mods causing it. Then all you will have to do is turn a few on at a time till you find the one causing it.

you can try to click on your character and type recycleactor

You may also want to consider if you have the Atronach Perk in Alteration. It has a visual effect that goes off when you take magic damage.

Had the Draugr eye bug hit my character, tried most fixes to no avail, but downloaded that and it helped.
