Two versions of neon signs are available (v1/v2), which differ in lighting settings.

Visual difference are presented below. You can read more in the file support section.
*V2 doesn't conflict with the main file. Both can be installed

Installation:

In the file download section at the end, you can find a merged .zip archive of all the neon signs in the collection.

- Move the .package mod file to your Mods folder.
(if this is your first time using mods for The Sims 4, please make sure you have enabled the option in "Settings - Other - Enable Custom Content and Mods")
- Select an object in a Build-Mode from the "Wall Light" category and place it on the wall of your room.

 

Little tips:

- To change the color and brightness of the light, go to live mode, click on the object, click "Set color and intensity", click "This light", and adjust the color and brightness to your preference

- Use "[" and "]" to increase or decrease the sign size when placing

- Hold "Alt" to detach from the grid when placing

-  A short video guide on how you can mirror a sign in a few simple steps:

Hotkeys:

Ctrl+Shift+C - to open console.

bb.moveobjects - cheat code for detaching objects from the grid.

The "." and "," keys on the keyboard to rotate the object.

"9" and "0" keys for raising/lowering the object

 

Steps:

1. Open the console and enter the bb.moveobjects cheat code.

2. Move the objects to the empty space where you want to place your future wall (not too close to the existing wall because it will be attached to it) and rotate it 180 degrees (", / <" and ". / >").

3. Move the sign a little further from the grid line to avoid intersecting with the future wall.

4. Raise the object to the desired height ("9" and "0").
5. Place the wall behind the sign.

Cool! More sexy neon signs, naked bodies, sex positions and so on...

There is a little problem though, the signs themselves don't change their colors, only ambient lighting are changing. Here is the comparison with the same type neon sign by novvvas:

I tried to fix this, but after running some tests I got some pretty weird results.
I copied the settings from the novvvas sign and applied them to mine. Below I gave some examples of my tests.
From there we can see that both mine and novvvas neon sign work best in dark rooms regardless of the brightness setting.
But in a bright room, everything becomes quite strange, novvvas sign lose color at the maximum brightness setting and acquire color at 30% brightness.
Outside in daylight, novvvas signs have no color at all

So, by fixing one thing, the other is lost. 
I don't know, by the way, what kind of lighting you had and why you got such results. But, as I have already described, it is best to place these signs in dimly lit or dark rooms.

It was my test game save, the room with lights on on at 11 am. I don't know why the sign didn't become green for me as in your test. The lights in the room were also adjusted to cold white color, as I recal. Your settings seem to look quite nice in your tests and I wouldn't ask, if I got the same result. Thanks a lot for testing this!
Alright, if you sure your settings are more correct, can I ask you to make a variation of that novvvas sign with your settings aplied? I just want similar signs to work the same way so they could be used together. Or can you tell me how I can copy the settings myself (even better)?

 

Edit: Made a couple of more tests in the same room with light off, with minimal signs dimmer and with sings off and got confused again:

By the way, what is your lighting setting in the game settings?

Here is a copy of novvvas work with my settings. It doesn't replace original sign, but simply creates an additional one, you can find it in the same section, with a price of 1 simoleon. The difference is the name: [novvvas] body Neon Sign - edited and missing thumbnail.

I also forgot to mention that the difference between our works is also in the replacement lighting object, most of the parameters are taken from this object.
In novvvas sign, this object is a Glowstone Lamp, and mine is a Beam Team Vanity Light.

Dark room and sign are turned off, original - on the left, with your setting - on the right

I have to say that from what I see, I like the novvvas settings more, as the sign with them:

a) seems to look more like neon with full green,

b) looks like turned off when it's turned off,

c) turned on light in the room doesn't spoil it's green appearance as much.

 

I agree that in some other cases your settings look better but generally, for the most situations where the signs are used, novvvas settings seem to be preferable.

I'm still looking for sttings that will be something in between these two versions.
Also, I would advise you to try to adjust the lighting in the game settings to the maximum.

In general, I came to the idea of creating two versions of these signs. This is the best option.
Depending on the room and its lighting, it will be possible to choose a sign from two versions. These versions are separate and don't conflict with each other.
I uploaded them to the main file section.

I was thinking about that but didn't told you, because authors usually don't like to maintain different versions and and opt for one. To be honest, I don’t like that myself:)

But if it's not a problem for you, this is great because it seems to make sense for neons, I never thought they may have such a different results.

I'm sorry, but I can't do this... This would take away the ability for other players to choose which signs they like and besides, it's not very convenient for me.

But I can recommend using Sims 4 Studio which has a built-in mod merge feature.
Just launch the app. At the top of the window, click Content Management and Merge Packages, select the .package files you want to merge and that's it.
