Sorry for the low quality but light shot doesn't seem to work with FO4 so this is gonna have to do. I'm not sure if there's anything I need to try to fix this but some help would be appricieated thanks. Also another question probably related to AAF. Not always but occasionally during animations the 2 actors will act as if they are going to play an animation, and then just stand inside eachother doing nothing for the animation duration. any tips?

Agree. I tried to keep answer's simple and assumed rightly or wrongly that @Shiba21. had read that part of the install guide and wanted the animations.
