Problem with Schlongs of Skyrim

In the XP32 skeleton install you get the option to install a plugin to manage the SOS size with the racemenu sliders. If you have that plugin in your loadorder the MCM settings won't work. So either disable that plugin or use the sliders to change it (just use showracemenu in the console and check the tabs, there is one with all the SOS sliders).
