first of all did everyone know that AFT has a settlement feature that does basically the same thing SS does? I just realized it and I have both installed and am thinking of uninstalling SS. what's everyone else using? thoughts? opinions?

AFT's settlement blue print system is not even remotely the same thing that sim settlements does.  It is much closer to the Transfer Settlements mod.

Sim Settlements adds the ability to section out plots in your settlement that settlers can use to build their own stuff.  A lot of these plots include things like oil wells to produce more oil for your settlement and breweries that produce beer.  You are the one who places everything and does the scrapping, clearing, and cleaning.  Sim Settlements also provides a way to enable supply lines with no investment in Charisma.

What you are thinking of is Sim Settlements add on Rise of the Commonwealth which is actually much more in depth than what AFT has to offer.  You can select an NPC to act as the Mayor of a settlement and they run that settlement.  They are not free to run around with you.  Further more each NPC has leadership traits that can affect how everything develops and functions.  You also still have to take an active hand in developing and supplying the settlements.

If you want a less active role in maintaining all of your settlements and just want the thing built then AFT is for you.  If you want all the extras that SS provides including the additional plot types for resource generation that are not in vanilla Fallout then SS is the way to go.
