Talos, Tiber Septim of his real name was a great Nordic warrior. 
In upper Roche, it is called Hjalti, in Cyrodiil it is known as Tebr Septim and here it is Talos d'Atmora. Talous means "Storm Crown" because it was protected and surrounded by a storm.
As the innkeeper of old Hroldan told you, he freed old Hroldan from the forsworns using his thu'um, an ancestral art of the Voice.
Later he was general of the army of the Emperor of Culchain.
Then, he concretized all Tamriel even Summerset Isle which is impregnable, thanks to the Numidium, a gigantic golem with divine powers.
He eventually became emperor of Tamriel.
At his death and disappearance, the pantheon of the Divines connoted him and was of him what you knew today, Talos God of Men and War.
Another version tells that he would be called Hjalti and would be breton, and that he would be a traitor who murdered the emperor. But I don’t believe a word of it personally.

They are worse than the Dark Brotherhood. They are capable of much worse. They may well capture you and take you to a thalmor torture camp for torture or worse.

They went so far as to kill and cut off the heads of the Blades to force the Emperor to accept their White-Gold Concordat crap.
