This was the result: I tried generating mipmaps and re-exporting via photoshop. Same result. what alternate ways can I use to export makeup?

Secondly: Mannequin's is a race in Skyrim. For races and other things there are Texture sets (in CK) Therefore, it does not matter which texture you set in the NIF. For example: In Skyrim Vanilla is the femalebody with texture of Astrid (burned) in the Nif. Proper Texture is in the Skyrim.esm in Texture Set.

I'm making a statue like the Loading screen static objects. Not a mannequin, these will be pre-posed and have no skin modifier

Who writes of Skin modifier? Why not use Face Tints? But if you want to use this texture as diffuse, you should remove the alpha channel.
