Insane game breaking glitch/ bug

Ok so i decided to uninstall a mod, and every single npc was frozen, but still talked, rivers still flowed, snow still blew in the wind worst part is, starting a new game didn't help, neither did fnis and I really don't want to re install skyrim and all my mods, and get them in working order, as that takes hours. So any help is much appreciated !

Wow, yeah... removing FNIS is gonna break stuff, no way around it. Why are you removing it may i ask? all removing it will do is break stuff, having it in shouldn't have any adverse effects?
