Has there ever been a mod that lets you shoot someone's dick off

In order to be able to do that it need to be programmed as 'detachable'. This is not the case, so there is no option to blow it off.

only arms, legs and head have that functionality.

This goes back to the original games, sadly you could target eyes and the groin region.  This was not present after Fo3 sadly.  Many are hoping for a return in the next FO game especially for unarmed attacks.  

 

As far as op said, sounds like the area itself as a region would need to be targetable which it is not by default sadly as stated above.  If it was made possible through some code qizard just adding a fleshy mess as a mesh to that region might give the effect, that way it works on all character types instead of just male.
