You need to go \Steam\steamapps\common\Skyrim Special Edition\Data\skse\plugins and assuming you are on SE/AE amend the racemenu config file skee64.ini to have bEnableFaceOverlays=1, i.e.

 

[Overlays]
; Applies to only the player, or all humanoid actors NOT RECOMMENDED changing this, you can add overlays to certain actors via script
bPlayerOnly=1 ; Default[1]

; Determines whether face overlays are enabled
; disabling this disables the hook
bEnableFaceOverlays=1 ; Default[1]

 

Face overlays are disabled by default due to a potential CTD issue if someone gets there head chopped off in a kill move while wearing a face overlay

 

Prolly also worth checking this section for how many face overlays are allowed

 

[Overlays/Face] ; "Face [Ovl#]" and "Face [SOvl#]"
; Determines how many face overlays there should be
iNumOverlays=6 ; Default[3]

 

As some mods use a couple so there isn't space for slavetats to add any
