PetPlay Walk Animations/Mod Conversion

Would anyone be interested/equipped to make something like this Skyrim mod for Fallout 4?

 

Inspired by a mod I found on Nexus that turns Dogmeat into a human female, I found a mod that would work perfectly in conjunction with this but unfortunately has only been realized for Skyrim. 

An equipable item that makes the player or companion walk on all fours. Another creator made this great sneak animation that changes sneaking into crawling on all fours.

Does anyone have an idea if this could easily be done? Or interest anyone into pursuing?

I would love to have a human dogmeat walking on all fours. Personally a fan of Petplay.

 

Last note, not experienced with mod creation. Long time lurker and a first time poster, sorry if Im unaware of any etiquette or information on this, feedback is welcome.

Ideally the character would be looking forward like in the nexus link to the crawling animation, instead of looking downward like in the skyrim thumbnail ?
