Nexusmods has some tutorials, but if you have FNVEdit and GECK and just open some plugins, you can see how it all works.

Animations/meshes/textures are a bit more difficult.

 

But the most important question is, what kind of mod do you want to make?

firstly i'd like to make a mod that allows those accepted by caesars legion to convert their gold bars into their equivalent amount of legion aureus.

I think you will need the GECK for that. you'll probably have to create some dialogs.
