So stuff appears, but actions do not - seems like the script part of the mod (WickedWhims, I guess) isn't working.

Possible reasons for that include:

 1) Script mods not being enabled in the game settings. Make sure that both the options for "custom content and mods" and "script mods" are enabled.

 2) The game being outdated. Check for an update, just to be safe.

 3) The .ts4script file being buried too deep within subfolders. Scripts will only work directly from within the Mods folder or (better practice IMO) when put only one level deep.

Example: "Mods/WickedWhims" will work, "Mods/Sex/WickedWhims" will not.

 4) The .ts4script file being deleted by antivirus software. Some AV seems to dislike Sims mods, so maybe whitelist your "Documents/Electronic Arts/The Sims 4" folder.

 5) Other mods interfering with WW. Try running the game with only WW plus some animations (one .package file should be enough) in your Mods folder.

Also, whenever you make changes to your Mods folder (add, update, remove) or update/repair the game itself, remember to delete "localthumbcache.package", found in "Documents/Electronic Arts/The Sims 4".
