This just started recently, not long after I moved everything over to a new PC actually. I wasn't having the issues before that (though I was having issues on that PC that I'm not getting on this one, so...)

 

EDIT: Ok, I fixed it.. finally. I remembered that I had backed up my entire (old) computer on an external hard drive and that the issues didn't really start until after running BethINI on my new machine.. well specifically launching the game through Steam and then having the game automatically look at my setup, tell me it can tell what my set up is, and then set everything to the lowest settings... which is what caused me to run BethINI in the first place. Thankfully I had those files backed up and was able to replace them though. I knew something was off when removing the entire load order text didn't change anything..

Lip movement is handled by quests, so maybe some of your quests went tits up, or perhaps you have too many quests running at once?

I have a lot of mods that do weapons into the game, is that what you mean? I only have one actual "quest" mod installed that I can think of, I guess I'll try running the game without that then.

I'm not sure if this might help narrow things down, but I've noticed that when starting a new game Nate's mouth moves during the  "war never changes" part of the character customization but Nora's mouth does not when she says her bit and then from there on I get no more mouth movement out of any NPC or my character and I've also noticed that during dialogue sequences where the camera should pan out to third person it doesn't (even though I don't have that option selected).

 

I'm going to start pulling some of the recent weapon mods I have installed and see if that changes anything, I already tried with the one quest mod I can think of.

Just to see what would happen I removed my "plugins" text file and I still get the issue, even with "no mods installed" (it's in quotes because I know it's not the exact same thing as having no mods installed).

 

All of this is being tested on a new game by the way.
