An interesting outfit design

I found this request on the Nexus boards, and looking at the outfit this guy was asking for, I gotta say I think it would look awesome in Skyrim.

Is this just art or is there actual outfit files for it? You can look at tons of stuff and say this would look awesome in skyrim but ever actually ever getting it into skyrim depends on a few thing. 1) Is it just art. If there is only a picture to go by most modders will not mess with them as it would a take a hell of a long time to do because they would have to make the whole outfit themselves from the ground up. 2) Is there model files for the outfit. If there are actual files for it that will make it a lot easier for a modder to convert the files over to skyrim. 3) Finding a modder that can work on/convert it over.

Then the chance of it ever getting made are quite small then. You might get lucky but many are probably already on a project.
