Game goes not responding upon loading exterior cells. [FNV]

I have checked that it is indeed ANY exterior cell, not just Wasteland.

 

Yes it's my second time posting this. I had left temporarily, I've deleted the other post so this is not a repost.

 

I have made a merge patch with FNVEDIT, used LOOT, (put the merged patch back down to the bottom), and am sure none of my mods conflict, especially in terms of scripts. I'm running the latest ENB, but no preset.

What's Freeside Open? If that does what I think it does then there might be your problem. Many, many peeps report having problems with Skyrim Open Cities- which is similar. I've never tried to patch something like that and not sure it can be done so that it will work with that many other mods.
