Your reputation with him may not be high enough.  He may also have other restrictions against selling to you, such as you are not a mage or a certain level or whatever.

 

Why do you think he has something to sell?  If a mod says he does, then check the readme about requirements.  Also, make sure you have no conflicts with your load order.

Yes the modder say he sell stuff but i can't see option to buy

Open the esp and check the AI packages of the NPC.  When does he sell?  Some NPCs sells only during some hours a day.

Then check his dialogs and find out if you need high disposition, must be a faction, .....or what ever.

Merchants need the Merchant class assigned (there are sub-classes), the right AI package for the particular location/situation (as Fejeena notes) as well as one or more vendor's chests/containers of some sort that hold the various wares...either ones you make or some of the stock vendor chests in the Construction Set (chest's ownership set to the vendor's name). If it is a Thieves Guild Fence, the Fence Faction must be added as well as using Merchant Fence as a class.

 

As well, in game conditions can disturb merchants so they temporarily do not buy/sell stuff.

The mod is pretty broken. Ive tried this before, it was packaged wrong at one point(Might still be) and yes the NPC doesn't actually sell anything. Just cheat for the items.
