More releases, one for Leifang and another of Nozomi, this one is to use on Helena character slot, I'm also adapting the costumes for my version of Nozomi on Hitomi. TMC Object tool has a function called ''Get Material...'', select the object slots of the skirt and underwear and do a right clic on one of them and choose that option, then, you can search for another TMC mod that has an object slot with the same material that you're looking for, in this case, a mod with transparencies, select the TMC file select the proper object slot, check all the box marks, clic ok, clic yes in the next sub windows that may appear, then clic save and it should solve the issue.

I'm assuming that the textures for the underwear were also modified and the slots for transparencies were configurated properly, then I'd say that's caused because the order is inverted, costumes with transparencies work like hairstyles, like layers, if there's an object that has transparencies, always has to be placed under another element that also uses transparencies, for example in your mod; if the underwear is in slot WGT_body_5, your skirt has to be on WGT_body_6, transparencies tend to nullify like that if there's an object in the wrong order
