It says it's in the game but I don't get options to bring up wicked woohoo

So basically I downloaded the newest update for the mod the same say I've done all the others. Never had a problem before but for some reason now though I unzipped it and everything in the mod folder I don't get the wicked woohoo options. Normally it has it's own tabs say when you click on another sim or various area but it hasn't been showing up. I tried re-downloading the mod but still nothing. It says ( in that pop up at the beginning of the game where it lists all the mods ) that its there but I load the game and get nothing. I also have Mccommander which is working perfectly so at this point I don't know what I've done wrong
