Searching for the mod change Skyrim.ini and SkyrimPref.ini

I'm looking for some mod which had changed my skyrim.ini like this : 
 

I't also change the SkyrimPref.ini but i deleted it

Btw it's made my game smoother and increase 10FPS ingame although i used ENB. This shit is damn good. 
Anyone know it ?

You're serious? There's no way that would increase FPS. Probably Skyrim just loads the default settings instead, is why you would think it's smoother.
