Matriarchial world

Can someone make a world where women have jobs and rule in the city and males stay home and take care of their houses being slaves? With all these mods and all I bet this would work and be a fun exciting playthrough

You could do it yourself with a tiny bit of effort. Just have the wives of all of the couples you create have jobs outside of the house while the males stay home as care-takers. The created Sims will show up as NPCs while you are controlling a separate household. Just make sure that you toggle off the option for empty houses to automatically be filled before hand.
