Monitor spell is removed from NPCs on cell exit

Hi! So I was using cloak spell to add monitor ability/script to NPCs around. The idea was to have actors that once got that spell to keep it forever. However I see that the spell is removed from NPCs once I change my location. I guess it's because those actors are removed from the memory? I wonder if there's a way to prevent this spell removal.

 

I also wanted to ask, if having hundreds of NPCs with monitor spells that have nothing more than just onsomething events like onhit, onactive etc, would cause any load on the game?
