Suddenly horrible performance

So, I've been able to run the game maxed out no problem before, but now for some reason it runs at 20-25 FPS, even though none of my hardware is even close to it's limit (see attachment).

Graphics card is a GTX 980 and I've got 16GB of Ram, so neither is at it's limit.

So, I'm guessing this is some mod, though I find it strange that the performance would be this low, without the hardware trying to compensate by going to the limit.

Anyway, here's my load order, anyone got an idea what mod this could be (I'd really like to avoid having to deactivate them one at a time and test, so I'd be grateful for useful suggestions):

Re:- "Already tried deactivating"

So by implication, have you added mods during your current game? (because that might bugger things up over time - i.e. I notice you don't have a merged patch). Also deactivating mods on an existing game probably won't improve things as there is a lot of crap/valuable mod related information built into the save, and removing mid section mods tends to bugger things up, (it's all about the records and indexes in those esp's).

Also regardless of a swishy setup, Skyrim has a sucky, (probably unintentional),  glass ceiling limit based on it's general console targeted audience.

Is it slow on a new game? (with your current load out).

Just checked, same with a new character.

It's also worse outside than inside, at least outside in the city. That's where I get 20-25 FPS, inside it's at least 40-45 (though that's still bad).

Thing is, I've been running most mods that I would think could cause problems for a while now, while lately I've only installed smaller stuff like outfits and some texture replacers..

What about hardware temperatures? (980 should not really run hot, even with an ENB - well my poor mans 970 doesn't, 56 to 60 max, fans only turn on at 56).

Directly after game start it's about 34°C, went slowly up to 46°C inside of a minute or so. But I've got the low FPS directly after loading the game.

Umm,

ENB or SweetFx installed? (in which case try without them).

What O/S? (I use Win7, so Win10 people might be able to help you on that front if you use that)

Memory checked? (But that would tend to just CTD, rather than slow down)

Hard drive/SSD checked? (Could cause, if were wonky, slow downs).

CPU/Motherboard temperature? (Might throttle back when high).

OK, it seems the game is for some reason ignoring my nvidia settings and was using in-game vsync (which is for some reason screwed up for me, I get the feeling it can't handle my 144 Hz monitor.. Oo). Turned that off, now I get better FPS.. problem is, now I have no vsync again, which basically makes menus unusable, due to being too fast..

So how do I get the game to use my nvidia application settings? Usually it just works when I set stuff there..

Download Nvidia Inspector, (find the Elder Scrolls entry) and limit the FPS to 58 or 60, (probably 58).

ps

To get to that dialog, there is a little button on the first screen

pps

Once you have done the change, don't forget to press the 'Apply' button.
