I've enslaved some bandits, everything was fine until now. Now I get the default bandit extortion with gold, fight or sex. What could have happened?

After trying a few things I think the immoral guards is the culprit, could that be sloved with changing load order?

No.  DO NOT ENSLAVE RESPAWNING NPC's!!!!

 

There are countless warning against this.  When they respawn (every three "in game" days or whatever their script is set to) it fucks up their dialogue, adds saved game bloat and on and on.  

 

Enslave only non-respawning NPC's.  You can google the non-respawning vanilla Oblivion NPC's or use those added by other mods, but make sure they are indeed not set to respawn.

That said if there was some chance to cause a "rebellion" of a more intentional and dangerous sort, I'd be all for it. Would be nice to have your less-trained slaves to try to get their freedom by force from time to time.

No.

 

All it takes is another mod that "re-enables" spawning (which can happen all the time, especially if a plugin is lower in your load order - lowest mod in the load order "wins" in cases of conflict) and you're fucked.

 

Just don't do it.  EVER.  It isn't worth the conflicts and possibly corrupting your saved game.

I just made some quick CM companions works great, I just drop them in the cities in nice convenient locations, enslave them and get my pets. Gets me a bounty though.
