I figured it out, finally.

How to make object space normal maps, 3DS, Zbrush, Xnormal

3d studio max

1. export your selected mesh as an OBJ, use these settings.

NOTE:  This will be your LOW POLY MESH.

Zbrush

2. Import the OBJ file into Zbrush

3. Click crease if you want your edges to be preserved.

4. Divide up to 6 or 7 times, depending on what your computer can handle.

5. Draw some lines on the mesh (which is now subdivided up to 6 or 7)

6. Export your mesh from Zbrush as an OBJ, this will be your HIGH POLY MESH.

XNORMAL

7. Add the high poly mesh under high definition meshes.

8. Add your low poly mesh under low definition meshes.

9. Under baking options make it look like this:

10. now click the three dots to the right of where it says normal map, then make the settings like this:

X+ Z+ Y+

11. Now click generate map.

Your map should look similar to one you'd find in game of similar proportions to your mesh.

Does anyone know the exact procedure to make a normal map like the one in  SOS VectorPlus Regular? I'm not talking about detail, but the correct export settings, what programs to use, etc.

* I have a low and high poly mesh

* I tried various XYZ settings in Xnormal

* I tried switching blue and green channels

But no matter what I do, I cannot make an object space normal map that works properly in game.

If I use the SOS vector plus regular normal map everything works fine. I just can't export a normal map with the right settings.

Well, for starters, what program are you using to do this?

I'll use whatever program to get the job done if you know how to make object space normal maps for skyrim.
