Textures Stretching across the sky

I've been having this issue for awhile but I've been unable to find the cause. Sometimes its not bad enough to be noticeable.

But I've had some textures just randomly stretch across the sky. If I move around them for a bit it usually disappears.

However, its started getting really distracting lately and I'm not sure what the cause is. I've gone through mods and meshes and textures but I've been unable to find a cause. I even tested my GPU to see if something was wrong with it but it seems fine. I've gone as far as to reinstall skyrim. So I ASSUME its a mod I'm overlooking but I am uncertain.

Any ideas?

Disabling ENB and see what happens?

I thought that too but disabling ENB does nothing.

I had the same problem once, and while I can't say it was definitely the cause, it was shortly after switching from WATER to Realistic Water Two. I tried a few different things in an effort to fix it, one of which was switching back to WATER. After doing that, I never had the problem again.

 

But again, I don't know that mod is the cause, it might be completely fine and there was something else going on with my game. To be honest, I can't see how a water mod would do that to non-water textures...
