Help regarding some values

Hey, I just got a simple question about some values. I'm working on a perk mod and I wanted to change the starting Skill levels as the game starts.

 

On a vanilla game you start with your skills around 15 and some others are 20. I want to place them all at 1, so where are the values to modify? I've looked everywhere but I'm obviously overlooking them. I just can't find them. :\

That's not it. I still can't change it because it's stuck to a class. I tried placing to none but there was nothing. I even deleted it, but then I couldn't create a character.

 

Does it have to do with any of those presets?
