ENB series... disables texture glow?

So I am using the Sharpshooter's Extreme Graphics ENB mod and so far I think it is pretty amazing. This is the first time that I have ever used any of the ENB series at all so I have no knowledge as to how to tweak things for a desired effect. My only real complaint right now is that it appears that some how texture glow has been disabled. I have a couple of mods that add glow effects to the body. One adds glow to the eyes and the other adds glow to body paint. The body paint is done through RaceMenu + Enhanced Character Edit + body paint mod (have forgotten the name). Anyway, now it appears as though my character has black pools of darkeness for eyes instead of glowing green eyes and all of her body tattoos with their glowing effect are gone as well. What I am left with is the default body with skin texture. Does anyone know why this might be happening and how to fix it?

 

 

UPDATE: Ok so it appears that it doesn't fully disable it because randomly the body textures will appear but there is certainly somthing that is preventing the textures from loading normally.

Well, hmm no one replied. Ok, well I will unbury this and update it with more information. I noticed that it isn't just the glow textures of my eyes and body paint but it is also the eye textures of every single npc. It looks like it is partially dependent on what cell you are in as far as when the textures finally load. If I'm outside it could be an hour or more before the textures appear. If I am inside can be as short as 1-2 minutes.

quick test rename d3d9.dll to d3d9.dll.bak and see if its back to how it was.
