(TESVedit) What do you use "skill values" and "skill offset" for, in non-player character record, if they are unused when Auto-Calc is active?

I use TESVedit and studied the NPC skills progression. Basically it turns out that, if Auto-Calc Stats is on, the numbers displayed below here are unused, the skills are determined by:

 

SKILL LEVEL = 15 +  race bonus + (class/level formula) 

 

I tried myself toying with these values with AutoCalc on, and it truly seems they do not work, so just out of curiosity, why apparently every single NPC i check does have them set up?

Also every single NPC i check has AutoCalc and PlayerMult, so i just don't see the point of writing the numbers in

Fairly certain the skills are actually determined by class.  Class and auto-calc are not mutualy exclusive.  The offsets exist as additional weighting values separate from class, though I've never tested it to find out if the theory matches reality.
