Whenever i surrender using sexlab defeat or really any animation is suppost to start everyone stands still then the npc walks away

Sounds like you don't have any animations for the NPC's to use. Do you have them enabled in sexlab or sexlab animation loader?

Indeed. That, or OP has a script pileup behind the scenes in the papyrus engine, and the sexlab stuff is timing out.
