This is the closest thing I think I've come across that matches what you're describing:

 

Pagan Age:

A  city-builder/sim game where you govern a pagan society. It looks like you can sacrifice virgins/busty women to monsters. They're wearing underwear but maybe it can be modded, or if we're extremely lucky maybe you can enable nudity in the game settings. There's no content description so I'm not sure what else will be in the game.

Newly announced at the PC gams show that occurred today. This is an Open-world RPG life simulation game set in a Pseudo-Roman fantasy world. The trailer features a topless woman but it's censored, however it looks like that's the result of video editing and isn't an in-game censor. Unfortunately it also looks like she's wearing some kind of underwear bottoms. It's uncertain if they can be removed in the content settings or if this will need to be modded out.

That's weird, are you able to see any adult games or just certain ones? Maybe you can use a VPN to somehow make the steam client or the steam website think you're in a different country. I wonder what would happen if you purchased a game using the browser version of the steam store with a VPN and whether or not it would show up in your library.

Well Steam over VPN didn´t work either way. Yah, not that important, enough games to play - some with nice mods 😉

Pole-dancers, lewd Anime dancing girls, & etc, or whatever you desire of that nature. Later updates, if Red51 isn't so hellbent on "perfection" and some small delusions we could eventually obtain ways to have NPC hostiles & eventual villagers lewdly favouring the main player and themselves. Whatever you desire, you shall eventually be able to do. More than Carth, if it stops stalling out.)

But it's also hard to tell whether this means nudity from NPCs or the player, and whether or not you'll be able to customize your character and play as a woman.

A hidden gem i just found Mad Island, after playing about 20 hours, it seems to be a mix of Conan exiles and Rimworld, very in depth building, crafting and settlement management, along with sex, slavery, slave training, rape, and pregnancy, can play as male or female, can even play both genders by swapping them during game play, i tried the free DLC on the devs website, but it wasn't my cup of tea after seeing what it was about, nonetheless the main game has been fairly enjoyable so far worthy of a look, but be warned this game is brutal not for the weak or faint of heart. Not posting links, if interested just search Mad Island on Steam and i highly recommend the helpful videos on YouTube, as it can be a learning curve starting out.

Yeah its actually pretty damn good and caters to a lot of fetishes, but mainly more darker ones... Still you can play it fairly benignly.

I do wish there was a 3D anime version of a game like Mad Island with randomly generated maps like minecraft (But not necessarily in Minecraft's blocky art style?) That would be a pretty god damn good ass game lol.

A few months ago Steam changed the tags system so if you look for the nudity tag it only displays adult only games. So like Rust can't be found by the nudity tag anymore. Makes looking for games like this way harder.

Yeah Steam's search kind of sucks and it's getting worse. It's part of the reason I created this thread, so these games can be more easily documented. What's worse is that a lot of games have nudity in them but don't have a nudity tag. And they often even say that they have nudity in the mature content description but Steam's search doesn't take that text into account at all. So if you find any be sure to drop them here.
