Mods for a wasteland nobody

Hi,

 

I would like to play as a average wasteland wanderer and visit settlements (built via ROTC), and have to pay caps to sleep in the beds - basically I am just some random person and not the allmighty Minuteman General.

 

I thought about using the "robbery when sleeping" function in Advanced Needs 2 as a way of imitating this, but that mod removes all caps. Is there any mod that anyone is aware of that creates this functionality?
