How to edit custom notifications from mods like personal messages to look like this ?

I am trying to make this top left notifier appear with my own custom messages.

That's part of the tutorial notification system, a separate thing to normal notifications. You can create your own. The only (but massive) downside, is that you can't pass values to those messages like you can with the normal notification system. As long as you are happy for all of your messages to be static it shouldn't be a problem.

Thanks! i am looking for how to add similar or random custom messages to appear for immersion, like that random vault canteen message in new vegas.
