Can't join the Minutemen - Preston won't talk

Hey there!

I got a problem where I can not interact with Preston in any meaningful way.
I brought the whole gang from Concord to Sanctuary ages ago and did the first Settlement quest for everyones favourite Settlement lover but then denied becoming the general of the Minutemen because I wanted to play the game in a different order and with more Factions than usually.

So I went out, did some Companion quests, joined the BOS and the Railroad and proceeded with the main campaign to the point where I gotta find Virgil in the glowing sea, meaning the Prydwn is already floating about.
Now coming back to Sanctuary I figured it's time to take Preston up on the offer to become the general of the Minutemen and he does ask me again, although the dialoge is delivered like his signature "at least it's not raining" line and he walks off halfway through saying it. He'll always do that when I try to speak to him.

As it is he's a normal settler now except one you can't get to even work on crops or anything.

Things I've tried:
- Hitting him
- Hitting him long enough to make him hostile
- Waiting
- Fast Traveling around
- Reload saves
- Relaunch the game
- console: resurrect
- start the next Minutement quest via console commands, finish it, report to him - now he's got a questmarker hovering but he still won't say a thing about it
- removefac 00075d56
- save game cleaner
- this

Any help would be appreaciated and if it's just brute forcing the Minutemen quest to go on without him becoming a companion.

UPDATE: I continued the main quest and got a quest marker for him again where I can ask him to help me getting inside the insitute. This time the dialogue wheel showed up but he couldn't help me. So it's not like I can't interact with him at all if a new quest gives him something to say it seems.
But as soon as that dialogie is finished he walks off again and he gives me the "Wanna join" dialogue when spoken to without me having the ability to say yes or no or anything really.

Well, haven't solved this but it ain't the listed mods fault because a much older save worked. So maybe that info will help someone else down the line who googles the same issue.

Is Mama Murphy there? For some reason, 50 percent of the time I start a new game, Mama Murphy is not where she is supposed to be and Preston will not talk to me. All I have to do is use the console and bring her into the scene and everything is back to normal.

Oh yeah, everyone is in sanctuary, they also all show up as settlers except for preston (who I can't assign to do anything or move) I even use her to sell armour as a little something to do after I got her off the chems.

That said, the bug has been present since before I chose to do this so I doubt she has anything to do with this.
