Steam version, Two users

I've been playing the Steam version for a few weeks and I would like to start all over now that I have better knowledge of how the game works. I tried playing with another Steam account through Steam Family Sharing but I get the "This game is not available in your region". Was there a patch to prevent the game from been played on the west or am I doing something wrong?

Any advise would be appreciated,

The game is not available in western regions anymore. You can still play it on steam if you download it using a vpn.
