SSE NPC Follower Creation Question

Quick question.
Has a faster and easier way to make npc's been established yet or is porting from LE the standard or whatever? I would like to get into creating npc's and such for SSE but everything I have seen is a year or more old and says LE is required. Does anyone know of an easy way to make npc's or a step by step guide or video that doesnt require LE? Is there a mod that copy the PC to a file or export to a NPC in game?

Thanks! Another question I have is, when you import a head/face does the body presets import as well, or no?
