Questions in regard to ESL

This maybe a newbie question; but how does ESL works with LOOT?

Let's say LOOT is telling me I am currently have 255 plugins but Vortex is saying I only have 245 active esp.

Is it possible for me to install another mod in  esl format such as ahego mask?

LOOT seems to be counting ESL as ESP.

I do not know the answer so I propose an easy answer.  Find a ESL mod that you can tell, immediately is running upon loading up your game.  If it's there and your game doesn't CTD then you're Golden to add in the ESL that you want to add in
