From constant 60 fps to 40 fps after reinstall

Hello guys,

 

so I'm having a issue with my game since reinstalled it.

1 week ago i did my  first install.My game was running super smooth with a permanent 60 fps using only enboost, vivid all in one performance, and bilago's fallout 4 tweaker to optimize my ini's to my taste.

Then I uninstalled the game and reinstalled it with (enboost, vivid, bilago's) but now my fps doesnt go higher than 40...

So my question is what ini setting make a huge difference in fps that I might have stupidly forgot to set correctly or what could make my game perform 20 fps under what it used to be one week ago.
