Texture pop in fixes?

I been tweaking with the oblivion.ini file to try to find a way to fix the texture pop in issue when LOD view transit to normal view. I changed:

 

fGrassEndDistance=8000.0000

fGrassStartFadeDistance=7000.0000

 

to

 

fGrassEndDistance=12000.0000

fGrassStartFadeDistance=5000.0000

 

This make the grass pop in much more bearable. However, landscape mesh still pop in constantly. Is there anyway to change the landscape load distance? I tried changing fLodDistance, but nothing seems to change. I even tired uGridsToLoad, but changing it seems to cause lots of visual bugs.
