If you're in the Mojave wastes, steer clear of Vault 11, Vault 19, Vault 22, and Vault 24.  Vault 11's automatic social experiment is still operation and can reset itself, however Vault-Tec given its status at Vault 03 has shown interest in revitalizing it and putting it into operation again..  Just tell the central Ai that you refuse to comply with its election procedures.  Vault 19 is another social experiment that has been rightfully reduced to rubble. Vault 22 is a floor to ceiling bio-hazard involving plants and spores.   

Of the areas serviceable Vaults, I recommend Vault 3.  It's been cleared of raider clans and now serves as a hub, service center, and base of operation for the NCR and doubles Vault-Tec's hub and representatives in New Vegas.  It's done via an explicit contract between the two agencies.  Vault 21 is accessible off the Strip and offers bed-n-board to all welcome travelers.  Steer clear of the Lucky 38, it's current state of operations is unknown.
