Some questions about the sims

So, i have seen there have been a lot of the sims mods being uploaded recently and i have some questions if it would be worth for me to pick it up and would like the help of you guys to see if i would enjoy it, because my experience with the sims games was not great, and looking at the mods being uploaded, i would really like to give it another chance.

 

So the only the sims games i played was the first one, without any expansions at a friends house, i liked to build stuff, but dind't enjoy caring for my sims too much, and the ps2 one wich i think was busting out, and i had the same problem, i enjoyed building stuff, but couldn't give a shit about my sims. So, you guys who have been modding and playing it for a longer period, think someone like me would enjoy it if it was modded and stuff like that?

Also wich version is the best for modding or just best in general? I have seen whicked whins for the sims 4, but i've seen a lot of mods for the sims 3 as well. So wich versions would be best for someone just starting it?

And the dlc? I know the sims has a shit ton of dlcs, would i need then to really enjoy the game, or would be ok if i didn't had any or just a few?
