No combat rape :(

I have everything set to 100 in the brutal rapers settings and no matter how long I stand by an enemy (nude even) no combat rape occurs. Do I actually need to fight or run to get them interested, or is something up? Also, this is my first post and I don't know how to do that spoiler thing yet, my bad yo.

STILL NO LUCK. I noticed in the command thing is says that brutal rapers is detected, but its "banning NPC". Anything I should worry about?
