Can't get game to display in any mode but fullscreen

I'm having a problem to get the game to display in any mode other than fullscreen.

Specifically in borderless and windowed mode the game is not visible on screen.

When I use the task view it come in from somewhere beyond the top left corner of the screen. 

I can't find any explanation for this or any help on google.

it sounds like you need to move the window so you can see it, google move window hotkey for your OS.

I've tried that but the menu to select move doesn't show or otherwise seem to exist. The command works with literally every other app I can find on my computer but not for Fallout 4.
