Force Weather Permanently?

So I have used the console command 'fw 10e1ee' before to clear up the weather before. After about 10 seconds, the weather would change back to what it was before.
 

Recently I realized that if you put 'fw 10e1ee 1' in, it seems to make it permanent. Is there any way to change this?

I just use FW 81a  quick and easy to type
