I made some dirty tattoos

 

it looks cleary even if you use some strong overlay skin

Are you just asking why is there this empty space?

Whatever this texture is used for most likely uses this space in some other situations. At the same time, the texture dimensions are kept as powers of 2 to (in theory) improve performance (since multiplication by 2 is faster). As long as the UV doesn't use it, it doesn't matter, but you should keep the dimensions the same no matter what.

 

EDIT: Sims 4 still uses older "technology" of DDS compression that uses bitmaps (which require powers of 2), but that allows the game to work better on older computers and have improved performance on newer computers. For the cost of space, that empty blue unused space.

I downloaded all the files, but only bely ones can be used, others can not be found in both facial and body....

Just put the packages in your mod folder and ingame click on the chest and go to tattoos. I'm having all of them right there.

I like the menu tattoo, very naughty  My hope is that if/when prostitution gets added with WW that he'll use your tattoos prices has his prices so they can be used together for immersion sake.

I think your list is a bit too long, so either it should be shortened, or the text will be smaller (if it would go onto the legs it wouldn't be that pretty imo). I think if you keep it as you suggested the text would be so tiny that it wouldn't be readable but another option is to make 2 columns.
