Skin looks like Fair skin complexion skin mod.

The outfit is from a overwatch character called D. Va, this is the only mod I found for her outfit on google- http://user619.deviantart.com/art/Overwatch-D-Va-Follower-and-Armor-635575935

I'm 99% sure it's the same mod, but the middle blue part of the outfit is edited out in nifscope or something.

As for face, eyes and lips, doesn't look like anything special and I doubt someone fill find this particular face preset for you.
