Skyrim takes keypressing when in background

Have some strange bug.
Few month ago I uninstalled skyrim. That time I switched to teso and sse. Few days ago I wanted to play skyrim with mods from this site. I installed skyrim, few mods from nexus like onetweak and better messagebox control, enb, etc. And a lot of mods from here.
Today I found strange thing. When I use alt+tab and go to skype(experimented with few soft - chrome, skype, word, notepat++) skyrim continue accepting all keys I pressing on my keyboard. Best example is when I open console. Then switch to skype and type a message for smb. And then in console I see full copy of my message as I wrote it in game. But it was in skype. And I sended that message. I remember that few month ago there were no such things. I don't want to reinstall skyrim just after installing it and modding all that things. Is there any way to fix it? Maybe I broke smth in config files? Or thare should be smth modified? Using MO, LOOT, bashed patch. This is my loadorder if it would help.

After changing it to false - skyrim stops taking all keys from keyboard. I'm not using alt+f4 and mm keys when ingame, so this is useless for me. Thanks for info about onetweak, I thought that there was no update.
